历史
President Franklin D. Roosevelt 在 1944 年第二次世界大战激战正酣时设立了该奖项。当时的军事领导人希望有一种奖章，能够像表彰飞行员的 Air Medal 一样，表彰那些在最前线艰苦奋战的地面士兵。
