在冷战期间，罗马尼亚军方希望拥有一种现代化的运兵车，以便在坦克旁边安全地运送士兵。罗马尼亚从苏联获得了 BTR-60PB 装甲车的生产许可证。然而，罗马尼亚工程师为了匹配当地工厂的零件，对其进行了多项改动，最终研制出了 TAB-71。
TAB-71 使用了两台动力更强的罗马尼亚汽油发动机，取代了原本的苏联发动机，提高了马力和越野机动性。该车完全具备水陆两栖能力，并配备了一个带有机关枪的封闭式炮塔。在冷战后期被更新的型号取代之前，数百辆 TAB-71 运兵车一直在罗马尼亚陆军中服役。
