Type 97 Chi-Haは、1930年代後半に歩兵の突撃を支援するために設計されました。燃料を節約し、火災のリスクを減らすためディーゼルエンジンが採用されました。
初期のモデルには、敵の戦車と戦うためではなく、陣地を破壊するための短い57 mm砲が搭載されていました。しかし、アメリカのM4 Shermanのような連合軍の戦車と戦う際には、その装甲を貫くことに苦戦しました。
後に技術者たちは、新しい砲塔に長い47 mm砲を搭載したモデルを開発し、Shinhoto Chi-Haと呼ばれました。改良されても、連合軍の最新戦車と比べると装甲は薄いままでした。
